An imaginative elephant hears a cry for help coming from a tiny speck of dust floating through the air. Suspecting there might be life on that speck he is determined to help, and finds the Whos, who live in their city of Whoville. Everyone thinks Horton has lost his mind, but he stands by the motto that, 'After all, a person is a person, no matter how small.'
